Juan Carlos Echeverry

Mr. Echeverry was the leader of the economic program during the presidential campaign of President Juan Manuel Santos and was appointed as Minister of Finance and Public Credit soon after the second round of elections in June. Mr. Echeverry took office as Minister of Finance on August 7th, 2010.
Mr. Echeverry is a former Minister of Economic Planning of Colombia (2000-2002), Dean of Economics at Universidad de los Andes (2002-2006) in Bogota and Director of Financial Programming and Inflation at the Central Bank of Colombia (1997-1999). He was also an advisor for international banks and financial institutions with Latin Source, a New York based consultancy, President of Econcept, a Bogota based consultancy and consultant for the World Bank and the Inter-American Development Bank (IDB).
Mr. Echeverry has maintained a strong relationship with the academy and the specialized media as university professor of economic and political analysis of Colombia and Latin America at New York University and at universities in Colombia, as assistant for the Chairman of the Federal Reserve (FED) Ben Bernake, as publisher of several papers in different fields of economics in specialized journals, as author of a book on the Colombian economy and as weekly editorialist of CNN en Español (Atlanta) and El Tiempo newspaper (Bogota).
In addition, Mr. Echeverry has served as expert witness in international and Colombian litigations in topics of infrastructure concessions and finance and was responsible for the technical design and congressional approval of Colombia economy stabilization package in 2002. Mr. Echeverry was also a member of the Board of Directors of Mazda, Holcim and Interbolsa in Bogota.
Mr. Echeverry is a native Spanish speaker and he is also fluent in English and German.
Mr Echeverry holds a Ph.D in Economics from the New York Univesity (USA), a B.A. in Philosophy from Universidad Complutense (Spain) and a B.A. in Economics from Universidad de los Andes (Colombia).

Germán Arce Zapata

Mr. Arce took office as General Director of Public Credit and National Treasury on August 18th, 2010.
Mr. Arce previously worked as Head of Global Markets and Treasurer at HSBC Colombia (2008-2010), Corporate Director Head of Global Markets at ABN AMRO Bank in Colombia (2005-2008), Director of Treasury at the Titularizadora Colombiana S.A., Colombian Mortgage Securitization Agency (2002-2004), Fixed Income Head Trader at ABN AMRO Bank and Banco Santander in Bogota (1999-2002) and Sovereign Debt Trader and Fixed Income Portfolio Manager at Corporación Financiera del Valle (1994-1998).
As a very seasoned and experienced person in the fixed income market and the FX market, Mr. Arce has been involved in several key discussions with the regulatory entities and infrastructure providers (Financial Superintendence, AMV –Colombia’s FINRA equivalent-, Central Bank and BVC-Colombia’s Stock Exchange-) to promote the development of the domestic capital market.
Mr. Arce is a native Spanish speaker and he is also fluent in English.
Mr. Arce holds an MSx in International Securities, Investment and Banking from the ISMA Centre at the University of Reading (UK), a B.A. in Economics from Universidad del Valle (Colombia). |

Maria Fernanda Suárez Londoño
General Director of Public Credit and National Treasury
Business manager from CESA University. In the private sector she served three years at Scotia Bank as a fixed income trader and another three years for the Citibank as vice-president Treasury Assistant. In Porvenir S.A she served as Vice-president of investments for six years and then she started to work in the public sector in the Ministry of Finance and Public Credit. Currently she is the General Director of Public Credit and National Treasury.

Why was IRC Colombia created?
Due to the increasing important role that information plays in the decision making process, the Colombian Ministry of Finance decided to join efforts to pursue a more proactive management of its relations with investors and customers, by the creation of The Investors Relations Colombia group, which will be the formal channel to deliver information and establish contact with local and external markets.
IRC strives to
- Constantly provide updated Colombian public debt and fiscal information that is necessary for investment decisions.
- Promote investors participation in roadshows, one-on-one meetings, conference calls, annual multilateral meetings and other events where the Republic of Colombia participates represented by the Ministry of Finance and Public Credit.
IRC Duties
- To be the formal channel to deliver and receipt Colombia's public debt information before investors and other customers that have contact with the Ministry of Finance and Public Credit.
- To unify the speech and format used to release public debt, economic and fiscal information prepared by the Ministry of Finance.
- To attend and resolve all investors and users requirements received through IRC's website or by phone.
- To organize and plan the events and contact activities with investors such as roadshows, one on one meetings, conference calls, agendas for multilateral organizations annual meetings among others.
- To manage and maintain an updated data base of investors and users related to the Ministry of Finance and Public Credit.
